In this paper, a simulation model was established through ARENA, a simulation tool to analyze container management and propose an alternative plan considering uncertain situation such as shippers’ demand in containers, navigation time of vessels inter-region, devanning time and so on. Positioning quantities were decided considering cost factors of each area and distance among areas after deciding surplus quantities by Positioning Out Level in surplus area and deciding shortage quantities by Positioning In Level in shortage area. The best Positioning Out Level and Positioning In Level to minimize cost were obtained using Optquest that finds the best answer in ARENA. An alternative plan was proposed by comparing all the costs arose from experimental results using the proposed ways and by analyzing diverse situation.
